Council adopts management audit
Gosford Council has agreed "in principle" to adopt the Management Structure Audit prepared by KPMG.
It decided to put the plan on public exhibition to allow comment from staff, unions
and the community.
However, it will not wait for a response before starting to implement the audit's
recommendations.
General manager Mr Peter Wilson was given authority to proceed, assisted by Mr Terry
Thirlwell as project manager.
Monthly progress reports will be made to the mayor and councillors and will include
financial impact reports.
The general manager, assisted by KPMG, will formulate job descriptions for seven
functional unit managers and 26 other managers. Job descriptions will be finalised between
July 1 and December 1.
The council decided to adopt a "Summary Action Plan" which described tasks to be
undertaken and their timeframe.
The council resolved to follow "Workplace Change and Redundancy" provisions the
Local Government (State) Award.
The council also resolved that the proposed management structure be made a public document
and that all members of the Staff Consultative Committee be supplied with a copy of the
report.
The only recommendation from the audit not adopted was a proposal to introduce Council
Standing Committees.
